Andrew Norton joins TDI as captive insurance specialist

The Texas Department of Insurance (TDI) has hired Andrew Norton as captive insurance specialist to support the regulatory oversight of the state’s growing captive insurance market.

Andrew plays a central role in managing a sector that grew 8.6% to 101 state-domiciled captives in the six months leading up to April 2026.

“Texas is seeing continued growth – and we only have one type of captive,” Andrew said.

A captive is a wholly owned insurance company created to provide insurance coverage to its owner and affiliated companies. Captives are a form of self-insurance that are typically established to meet the unique insurance needs of the owners.

Andrew’s work makes sure that as the number of self-insurance entities grows, they remain subject to consistent and thorough evaluation.

A wealth of experience

Andrew brings more than 15 years of insurance experience to TDI, with a background in operations, Insurtech, and large-scale business improvements. This experience helps him understand how insurance structures work in real-world conditions.

“Coming from an operational background, you see the other side of risk — how it performs in real-world conditions, both expected and unexpected,” Andrew said.

His technical experience is backed by several professional designations, including Chartered Property Casualty Underwriter (CPCU), Associate in Reinsurance (ARe), and Senior Claims Law Associate (SCLA) Gold.

He has a genuine interest in learning about the insurance field and sharing what he learns with colleagues. He even displays a vanity license plate at his workstation — INSNERD — which served as his actual plate during his early career in Oklahoma.

Prioritizing transparency and efficiency

At TDI, Andrew’s main focus is maintaining a regulatory framework that’s transparent and predictable.

“The more efficiently we process an application, the better it is for everyone,” he said.

As Texas continues to see strong growth in captive formations, Andrew will help strengthen collaboration across the captive insurance ecosystem, improve regulatory processes, and support the next phase of captive market development.
